חגיגה פרק א׳ משנה ד׳
In general, Israelites fulfill their obligation to eat peace-offerings of rejoicing with their voluntary vows and gift offerings donated during the year and sacrificed on the Festival; and likewise with animal tithes. And the priests fulfill their obligation of rejoicing with the meat of sin-offerings and guilt-offerings and with firstborn offerings, as the priests receive a portion of these, and with the breast and thigh of peace-offerings, to which they are also entitled. However, they do not fulfill their obligation with birds, e.g., a bird sacrificed as a sin-offering, nor with meal-offerings, as only the eating of meat constitutes rejoicing.
יִשְׂרָאֵל יוֹצְאִין יְדֵי חוֹבָתָן בִּנְדָרִים וּנְדָבוֹת וּבְמַעְשַׂר בְּהֵמָה, וְהַכֹּהֲנִים בַּחַטָּאוֹת וּבָאֲשָׁמוֹת וּבַבְּכוֹר וּבֶחָזֶה וָשׁוֹק, אֲבָל לֹא בָעוֹפוֹת וְלֹא בַמְּנָחוֹת:

יוצאין ידי חובתן. של שלמי שמחה:
בנדרים ונדבות ומעשר בהמה. דכתיב (שם ט״ז) ושמחת בחגך, לרבות כל מיני שמחות, דקרא לא בעי אלא שמחה, ואמר מר אין שמחה אלא בבשר, והאי בשר הוא:
אבל לא בעופות ולא במנחות. דכתיב ושמחת בחגך, אמרה תורה עשה שמחה ממי שחגיגה באה מהן, יצאו עופות ומנחות שאין חגיגה באה מהן:
יוצאין ידי חובתן – [they fulfill their religious obligations] of peace-offerings of rejoicing, offerings made by vow and free-will offerings (see Mishnah Kinnim, Chapter 1, Mishnah 1) and the tithing of cattle, as it is written (Deuteronomy 16:14): “You shall rejoice in your festival…,” to include all kinds of joyous occasions, for the Biblical verse does not require other than rejoicing, and the Master said: There is no rejoicing other than through the eating of meat, and this [sacrifice] is meat.
אבל לא בעופות ולא במנחות – as it is written (Deuteronomy 16:14): “You shall rejoice in your festival…” The Torah said, make a joyous celebration from whomever the Festival offering comes, excluding birds and meal-offerings for the Festival Offering does not come from them.
